My new cat is super shy, scared of everything but being petted

I just adopted a very shy cat (2.3y). It has been 2 weeks but she still runs away if people are around. I think she really likes to be petted and shows even her belly with very comfortable position while being petted. At the end of petting she would rub her body to windows or chairs, but not to my legs. And she never comes to me, doesn't react to toys, doesn't eat food on my hands. She will eventually eat food in the dish but never on my hands. And eventually walk around but very quickly running away when passing by me. She likes to be petted but all other behavior represents that she is very scared. Not even motivated by food. How should I approach her?
