Aunt B is losing hair

She's losing hair on her lower back and right front paw. The vet dewormed her and treated her for fleas even though none were found and she's not scratching. She's not getting any better. I was putting lotion on the area and it did seem to help, vet told me to not do that, and now it's back like it was. She's not a stressed cat, she rules the roost around here. I'm at a loss as what to do. Not overly grooming herself, has no allergies (was checked), but the bald spot worries me.
