If you only have one litter pan, you should purchase another. Some cats like to urinate in one and poo in the other. Good luck.

There could be a few reasons why he's defecating on the rug. One is that he is marking. People think cats only use urine to mark, but they actually also use feces. If he is not neutered, neutering him will help to curb this behavior. Cats also tend to mark in the house if there are other cats present. Another reason could be that his anal glands, small glands on either side of his anus, are infected or impacted and it hurts him to defecate in the pan. He associates the pan with pain so he doesn't use it. These glands can easily be expressed by a vet or vet tech. You can determine why he's doing this by first visiting your vet to make sure there are no health issues. At that time, you can discuss the behavior with them for their advice.
