Is it possible to have an American Ringtail/Russian Blue?

My cat is for sure a ringtail but she has a good amount of the Russian blue color with a mixture of brown in the blue and white paws and underbelly.

It is highly unlikely that your cat is either an American Ringtail or a Russian Blue. Cats are not dogs. Most, over 95%, are of no recognizable breed. Color is usually not an indicator of breed except in the case of colorpoint cats. Also, all breeds are not created equal. Some are more common than others. The American Ringtail breed is very new and very rare. With only one photo of the upper half of your cat, it is hard to make an educated guess, but I assume you mean that your cat has an erect, curly tail. This is an uncommon trait whose genetics are not well understood, but does occur in the moggy population. In fact, the AR breed was created using moggies with this trait. As for coloration, you are a blue cream tortie and white, the dilute version of tortie and white. Blue cats and dilute torties also occur in the moggy poulation, and this coloration does not necessarly mean Russian Blue, Chartreux, etc. genetic heritage.
