Why is our 9-mo old neutered male biting/mounting our 14-mo spayed female? Are they playing? Fightin

Hi, all. This is my first post here. We have two cats, Shado (female) and Macho (male). Shado was adopted first when she was only a few weeks old. We got her spayed and, for a while, she was our only pet. However, the wife wanted another kitten. So, we got Shado a "little brother," Macho. Shado is now 15-months old. Macho is now 9-months old. Macho was neutered a few months ago. We kind of expected him to mellow out, but he hasn't very much. Shado will be laying by herself and he will hurry up to her. At first, he will be bathing her. Then, after a bit, he will mount/straddle her and bite at her neck - mostly on her throat (!) or the back of her neck. She will tolerate it for a little while, then she'll meow/hiss and run away. Then the chase is on. They rarely cuddle, but they rarely fight. They're pretty good together - they partner up to get to the missus' flowers. Are they playing? Are they fighting? Does he just need to grow out of it?
