How to clean my cat properly

hi. i am am owner for a white cat with blue eyes named, Chise. i found her few days ago in rain. she was so thin and dirty on the day i found her . indeed, it is a raining season here. so, fallen in love with her cuteness i decided to keep her. but there's a problem. chise really hate water yet there are tiny brown spot all over her coat. i dont think they are fleas since they are very tiny and dont move at all. they. just sit at the same spot on her fur all the time. i tried to wash chise a few time and brushed her but it didnt really work. those tiny brown spot are still there. chise also frightened when i tried to give her some bath that she even hurt herself . i am seriously have no idea how to get rid of those tiny spots without hurting her. please help me.

    Hello,
    It may be flea feces, did you try a flea comb? If she likes being pet, pet her head while brushing her. It could also be a part of her coat. Could you provide an image?
