my male cat has started weeing in the house ,this has only started after i had him neutered

    Cats stop using the litter box for 2 main reasons. Either they're stressed about something (new pet, new house, visitors, workmen, etc.) or there is a health concern like a bladder/kidney infection. If he was reliably using the box previously, it sounds like a urinary tract infection to me. Neutering shouldn't have affected his litter box training. Think about your homelife from his perspective to see if anything is going on to "weird him out" and then take him to the vet for an exam, urine test and diagnoses.
